Mark has served in public leadership roles in Pittsburgh, New York, and Los Angeles shaping economic development strategies and partnerships. Before entering the public sector, Mark worked in the media sector, shaping content and investigative journalism on social impact development, and effective governance.

He is a graduate of the University of Georgia (B.A.), Columbia (MPA), and MIT (MBA) and has served on several boards supporting college access, creative arts, and civic innovation.

Chief Economic Officer Lakey Boyd is a Certified Economic Developer (IEDC) with more than two decades of experience in economic development, workforce development, redevelopment, entrepreneurship, and innovation.

Lakey has worked in the private, public and non-profit sectors, finding ways to increase economic mobility and ultimately transform lives is what drives Boyd professionally. She has worked in more than 50 cities across the United States on multidisciplinary economic development plans. Prior to joining GBC, Boyd served as CEO for the Columbia Association.

She is a graduate of Georgia State University (B.S.) and the Georgia Institute of Technology (MCP).

Mark R. Ginsberg began his tenure as the 15th president of Towson University in October 2023. His professional experience has included leadership roles at the National Association for the Education of Young Children, American Association for Marriage and Family Therapy, and the American Psychological Association.

Ginsberg has enjoyed a remarkable 45-year career as a psychologist, educator and senior administrator, most recently serving as provost and executive vice president at George Mason University.

He is a graduate of Penn State University (Ph.D., M.S.) and the State University of New York, Cortland (B.A.)

Karen holds expertise in the areas of facilitating business investment, entrepreneurial development and job creation. Prior to joining Harford County, Holt served as Public Information Officer for Cecil County Public Schools.

Director of Strategy & Research, Patrick Hosford is an experienced economic developer with a deep understanding of placed-based strategies to spur innovation and bolster urban economies.

Patrick has successfully created, proposed, and implemented transformative initiatives and programming that have driven economic growth and job creation throughout multiple US markets. Prior to joining GBC, Hosford served as Senior Associate at Tulsa Innovation Labs.

Hosford is a B.A. graduate of Hunter College.

Jeannie Howe (Executive Director of Greater Baltimore Cultural Alliance)

Jeannie Howe

Executive Director of Greater Baltimore Cultural Alliance

Jeannie L. Howe, Executive Director of the Greater Baltimore Cultural Alliance since 2012, increasing programming and GBCA’s annual budget of $179,000 to over $1 million. Her work and advocacy have resulted in a strengthened cultural sector of Baltimore City and Anne Arundel, Baltimore, Carrol, Harford, and Howard Counties.

Howe’s background includes professional theater, as well as in the fields of adult literacy, statewide childcare advocacy, and stem cell transplantation.

She serves on Mayor Brandon Scott’s Advisory Council on Arts and Culture, and the Greater Baltimore Committee’s Ten-year Strategy Steering Committee. She is president of The Leadership Alumni Council, and on following Boards of Directors: The Leadership, Callaway Garrison Improvement Association, and Baltimore National Heritage Area. Howe is a graduate of St. Mary’s College of MD (B.A.Theatre) and Miami University of Ohio (M.A. Theatre).

Claudia Jolin is the Executive Director of the newly formed Baltimore Peninsula Partnership. She is responsible for elevating Baltimore Peninsula by providing unique experiences and programming in a safe and well-maintained district. Her resume spans civic and service-oriented roles.

She is a veteran of the United States Navy where she worked for the National Security Agency in data interpretation. Previously, Jolin served as the Vice President of Economic Development at Downtown Partnership of Baltimore (DPOB) - the largest economic engine in the city.

Jolin is a graduate of the University of Hawaii at Manoa (B.A.) and Georgetown University (M.A.).

William E. (Bill) Jones serves as Senior Vice President of Operations at Evapco, Inc., an industry leading manufacturing company with global resources and solutions for worldwide heat transfer applications.

He oversees Evapco’s 21 global manufacturing facilities alongside the corporate manufacturing engineering and materials teams. Jones holds a B.S. in Mechanical Engineering from the University of Maryland at College Park.

Jones is approaching 29 years of service with Evapco, Inc. and serves on their board of directors.

Ken Malone is the co-founder of Early Charm. For 12 years, Early Charm has been creating, owning and operating ventures that convert university inventions into commercial products.

Malone serves on the Investment Committee of Innovation Work’s Ignite Capital Fund, the Industrial Advisory Board for the Polymer Program at Coppin State University, the University of Baltimore Merrick School of Business Advisory Board, the Technology Advancement Center Advisory Board, and routinely mentors entrepreneurs at MICA, University of Baltimore, Open Works, Novella Center for Entrepreneurship, and the Department of Energy’s SBIR program.

Prior to co-founding Early Charm, Malone concurrently served as Chief Operating Officer, Director of Ventures and Chair of Economic Development at the University of Southern Mississippi. Malone is a graduate of the University of Miami (B.S.) and the University of Southern Mississippi (Ph.D).

Jonathan Sachs (Director, Economic and Workforce Development of Baltimore County)

Jonathan Sachs serves as Baltimore County’s Director of Economic & Workforce Development Department and was appointed by the County Executive to the role in April of 2024. He oversees over 80 employees and a budget of about $100 million.

Previously, Jonathan had a successful career as a healthcare executive. He served as CEO of a patient experience startup, Vice President and Chief Experience Officer (CXO) for Robert Wood Johnson University Hospital, and as Vice President of Experience Transformation at Adventist HealthCare.

He has a master's in business administration from the Robert H. Smith School of Business at the University of Maryland at College Park. In addition, Jonathan has an Executive Certificate in Leadership Coaching from Georgetown University and is a Fellow of the American College of HealthCare Executives. He also has a certification in Healthcare Innovation from Stanford University.

Her expertise spans both the private and public sectors with a proven track record of driving management initiatives and elevating regional economic assets. Before joining GBC, Tarver served as the Environmental Justice Program Manager at the Maryland Department of Transportation.

Tarver is a graduate of Notre Dame of Maryland University (B.A., M.A.).

As a senior executive with almost three decades in public administration, government relations, communications, public affairs and community relations, Aaron directs Tradepoint Atlantic’s corporate affairs and external relations to include government and regulatory affairs, public and community relations, and corporate marketing activities.

In addition to his role as an Executive Vice President at Tradepoint Atlantic, Aaron works with Redwood Holdings, Tradepoint Atlantic’s parent company to direct government affairs for Redwood’s affiliated beer, wine and beverage wholesale distribution and energy distribution businesses. Prior to Tradepoint Atlantic, he held the role of Director of Corporate Affairs for Erickson Living.

Aaron received his Bachelor of Arts in Political Science and Public Policy from St. Mary’s College of Maryland. He serves on numerous community driven boards to include The Greater Baltimore Committee and the Baltimore County Economic Development Advisory Board.

Jennifer Vey serves as Executive Vice President and Chief Strategy Officer at the Greater Baltimore Committee.

She brings more than 25 years of experience in urban policy research and program management, holding a wealth of expertise and deep commitment to the connection between place, placemaking and inclusive economic development.

Prior to joining GBC, Vey spent 23 years at The Brookings Institution and currently serves as a Nonresident Senior Fellow at Brookings Metro. Vey is a graduate of Bucknell University (B.A.) and the University of Virginia (MUP).

Calvin Young currently serves as Senior Advisor to Mayor Brandon Scott.

Prior to joining the Office of the Mayor, he served as Co-Founder of Green Street Impact Partners, a private equity firm providing growth capital to companies in targeted sectors of education, healthcare, technology and business services. Young holds a bachelor's degree in mechanical engineering from New York University and a master’s in business administration from Harvard Business School. He has over 15 years of experience in investing and operations management, leading teams that have made over $70 million in private equity investments.

His current affiliations include chairing the East Baltimore Development Inc. (EBDI) and co-chairing GBC’s 10 Year Regional Economic Strategy Steering Committee. Young’s board memberships include Live Baltimore, Chesapeake Shakespeare Company and Green Street Academy Inc.

Prior to Camden Partners, Mr. Young worked at Harbor Bankshares Corporation, a community development financial institution where he led small business financing solutions. Some of his accomplishments include building a small business and start-up incubator at the bank, establishing an EB-5 Regional Center, and creating a pre-seed fund in collaboration with the Maryland Technology Development Corporation (TEDCO) to invest in minority-led start-ups. Mr. Young began his career as an engineer in aircraft health management at Sikorsky Aircraft Corporation in Stratford, Connecticut where he supported management and testing of the integrated vehicle health monitoring units on Blackhawk helicopters and operations manager at United Technologies Corporation.

Mr. Young served five years on the national executive board of the National Society of Black Engineers including as its Chair, an engineering education and professional organization, and currently serves on the board of Green Street Academy, a public charter school in Baltimore, the Chesapeake Shakespeare Company, East Baltimore Development, Inc., and Live Baltimore, and Roshal Health. He also serves on the Business Advisory Committee for the Comptroller of Maryland, and co-chairs the Greater Baltimore Committee’s 10 Year Regional Strategy Steering Committee.

Mr. Young received a B.S. in Mechanical Engineering from New York University and an M.B.A. from Harvard Business School.
